North Carolina Employment Security Commission - The Employment Security Commission provides Job Service - Job Matching, Unemployment Insurance and Labor Market Information - to employers on a non-fee basis.

The ESC maintains a statewide computer network, listing your job orders at all Job Service Centers, community colleges, universities, and partner workforce agencies to assist in your recruitment needs. Screening and referral of applicants, clerical testing, on-line Internet based job search, labor market information, and a 100 day probationary period for new employees hired through ESC are all valuable employer services.

Specialized assistance is available in staffing new and expanded business including space to conduct interviews in the local JSC. Technical consultation, employee opinion surveys, job analysis, and assistance in resolving personnel-related concerns such as absenteeism and turnover are available.

Operation Transition Systems:

Defense Outplacement Referral Systems (DORS) - Department of Defense program to provide employment assistance to separating uniformed service members and federal employees and their spouses, provides employers immediate access to mini-resumes on candidates who match required skills and qualifications. Requests specifying the type of employee needed and the job location are placed directly into DORS using a touch-tone telephone or may be faxed to Operation Transition. Up to 25 resumes will be faxed back to employer the same day. If more than 25 resumes are requested, they are mailed for next day delivery. More than 1.8 million resumes were sent to employers in fiscal 1997 alone. There is no fee for this service.

Transition Bulletin Board - Employers are also encouraged to advertise employment needs on the Transition Bulletin Board. Ads can be faxed or mailed to Operation Transition or can be placed electronically from a personal computer. The job ads are available next day to individuals at over 350 military installations worldwide.

JobLink Career Center - The JobLink Career Center is a partnership among the Employment Security Commission, Department of Social Services, Vocational Rehabilitation, Regional Consolidated Services, and Randolph Community College. It offers a convenient one-stop location providing job seekers and employers access to a variety of employment and training services on a non-fee basis.

The Center is located on the Randolph Community College campus and is staffed by representatives of the partner agencies. Services available include career planning and placement, instruction and training, employment referral assistance, Job Training Partnership Act, Vocational Rehabilitation, Work First, financial aid, job-seeking and keeping skills, English as a Second Language, and academic and vocational assessments.

Army Community and Alumni Program (ACAP) - Job assistance, referral, and placement program for transitioning military personnel, their adult dependents, and DOD civilian workers offers employers access to large pool of qualified potential employees. 55 ACAP Centers at all major Army installations including Ft. Bragg, North Carolina.

Centers maintain computer database of job vacancy announcements, categorized by occupation and geographical location. Employers complete one page job listing form to be included in "Hot Leads" database used intensely by program clients.

The service is free and employers are under no obligation to hire from client pool. Other benefits are daily updates of electronic database, employers maintain control of hiring, and potential pool is huge. There were more than 12,000 program clients in 1996 at Ft. Bragg alone. Ft. Bragg hosts weekly and monthly Job Fairs. Forms are available from the EDC office at 626-2233.

Randolph Community College - Randolph Community College provides a full range of training programs and services to area businesses and industries that can be tailored to meet specific needs of individual companies. Among those programs are:

Focused Industrial Training - This program is designed to assist existing businesses with employee training, even with a small number of trainees. FIT uses individualized needs assessments and consultations to design and implement targeted, customized training for companies that need to upgrade workers' skills because of technological or process advances. FIT's focus on critical skills changes as technology changes and may be offered on-site or at a community college campus.

New and Expanded Industry Program - North Carolina's traditional incentive offering new or expanding industries access to customized training tailored to meet the particular needs of each particular industry. Services include instructor training, audiovisual services, non-specialized equipment, employee training and other related training expenses. To qualify, a company must create a minimum of twelve new jobs.

English as a Second Language - Non-English students may learn to speak, read, and write English as a second language/or find assistance as they work to receive their US citizenship. These courses are free and study materials are provided at no cost.

Adult Basic Education - This program offers adults the opportunity to earn their adult high school diploma or General Education Development (GED) certificate. Reading, writing, math, social studies, science and vocational subjects are taught. The program can be offered on-site at a business with sufficient enrollment or at the community college.

Human Resources Development (HRD) - Unemployed or underemployed persons are given assistance in setting career goals and ultimately in obtaining a job. Communication skills, positive attitude techniques, job search skills, retention and learning styles, and employer/employee relations are included in the curriculum.

Trade Adjustment Act - Assists workers dislocated because employer affected by import products. Workers may recieve extended retraining up to 2 years, reimbursement for job search and relocation, placement and testing services. Under certain conditions, worker may recieve income support.

High School/Youth Apprenticeships - Partnership program between industry, student, parent, and Randolph County Schools provides on-the-job training while a student completes their high school education. Program extends two to four years in a comprehensive Work Process for the apprentice. High school juniors and seniors are eligible to participate and program is sanctioned by the NC Department of Labor allowing students under 18 to work in industrial setting in work-based learning program

Workforce Investment Act (WIA) - Federal job training program offering job placement assistance, assessment, basic education, motivational training and counseling. Emphasis is placed on meeting the training needs of the business community. Program clients may be eligible for on-the-job training assistance, reimbursing employers 50% of the employee's wages while they are in training. The program provides training assistance for dislocated workers affected by layoffs or plant shutdown.

Work First - Assists welfare recipients with job placement and training so they take responsibility for themselves and their families. Case managers match program clients with suitable occupation, and program provides transportation and child care assistance. Employers who hire from these clients may qualify for Welfare-to-Work Tax Credit offering 35-50% credits in qualified wages up to a certain limit over two years.

Vocational Rehabilitation Services - This program assists persons with disabilities to become employed and live independent lives. Employer services include prescreened qualified applicants, identification of needed job site accommodations, tax incentives, and job retention and coaching.
